Nearly constant noise from my Latitude E7240. It is not the fan, it is an electronic noise and the drive light flashes almost constantly. It sounds like an old fashioned computer noise, like something you'd hear in a 1970 movie sound effect. Sometimes it also makes a faint chirping noise. My advice is do not get the Dell latitude 15 5000 (E5570). There is a coil whine/capacitator issue a lot of people are having. Try and aim for a Dell Latitude 7000 series notebook. They're the best of the best. More food for thought, not that I really need it. :) I'd have to drop down from my familiar 15.6" screen to a 14".
